Joel 2:18, word by word

Then YHWHיְהוָהyehva

YHWH

The personal name of the God of Israel, written in Hebrew with four letters, Y-H-W-H, without vowels. Out of reverence Jews stopped pronouncing it and read "Adonai" (Lord), so many Bibles put "the LORD" or "Jehovah". This translation keeps the four letters. The name is related to the verb "to be" (Exodus 3:14-15). He is not a god other than Elohim: "YHWH Elohim" is the same Creator God, called by his name.

The context

17Between the porch and the altar let the priests, the ministers of YHWH, weep, and let them say, “Have pity, YHWH, on your people, and do not make your inheritance a reproach, for the nations to mock them. Why should they say among the peoples, ‘Where is their Elohim?’”

18 · This verse (above)

19And YHWH answered and said to his people, “Look at me: I am sending you the grain and the new wine and the oil, and you will be satisfied with it; and I will no longer make you a reproach among the nations.
